MI-Snyder wins 03NOV10 Republican Rick Snyder will be Michigan's next governor.  Snyder, who kicked off his gubernatorial campaign last year with a super bowl ad tagging himself as "one tough nerd," by a wide margin defeated Democrat Virg Bernero to serve as the state's 48th governor.  In his victory speech, the Ann Arbor venture capitalist thanked Bernero saying he enjoyed a hard fought race.  Snyder went on to say that (quote) "It's time for a new era. It's time for an era of innovation." and he said components of the era would involve having a globally diverse economy, protecting and promoting the Great Lakes, rebuilding Detroit, and keeping young people in Michigan.  Snyder is the former CEO of Gateway computers. He has never before held an elected office.

MI-Bernero Concedes 03NOV10 Democrat Virg Bernero has conceded and Republican Rick Snyder will be Michigan's next governor.  The venture capitalist from Ann Arbor scored landslide victory over the Lansing mayor Tuesday night leading a Republican sweep of top-of-the-ticket statewide offices.  Snyder thanked his opponent and wife and called for a new sense of cooperation in Michigan.  Bernero promised to work with Snyder as he transitions into the governor’s job and urged his supporters to support Snyder as well.

MI-Granholm-Snyder-Update 03NOV10 Michigan Governor-elect Rick Snyder met with outgoing Governor Jennifer Granholm this morning (Wednesday) in Detroit.  The two spoke to reporters for a short time before having a private meeting to discuss the transition of administrations.  Granholm will be leaving Michigan today for South Korea where she plans to meet with businesses in hopes of getting them to move into the state.  The Governor announced her legal counsel Steven Leidel will assist the Snyder team in the transition.
Snyder refrained from discussing his plans for transition during the late stages of the campaign but is believed to have already recruited several key staffers.  One possible leader of his transition team is Doug Rothwell, the head of the Michigan Economic Development Corporation under former Governor John Engler and current director of business leaders for Michigan.

MI-House Control 03NOV10 Michigan Republicans have seized control of the State House of Representatives, meaning GOP Governor-elect Rick Snyder will have an all Republican legislature.  Riding the tidal wave of Republican support, and unpopularity of President Barack Obama, the party also gained a supermajority in the state senate, a chamber long-held by Republicans.  The "Detroit News" reports the Republican sweep marks the first time since 1998, when John Engler was governor, that both chambers and the governor were in control of state government.  Representative Jase Bolger of Marshall, who is poised to be the House Speaker in the new GOP majority, says he is elated at the voter's gift to his party with both chambers.

Election-Supreme Court 03NOV10 The balance of the Supreme Court, which has favored Democratic nominees, has switched back to Republican power, following Tuesday's election.  Incumbent Justice Robert Young, a Republican nominee, along with Wayne County Circuit Judge Mary Beth Kelly, won the two open slots on the state's highest court on Tuesday.  Running third and fourth, and out of the running, was incumbent and recent appointee Alton Thomas Davis, and Denise Langford-Morris, and Oakland County Circuit Judge.
Republican nominees now hold a four-to-three-edge on the court.

Election-Attorney General 03NOV10 Former Congressman and Judge Bill Schuette prevailed on election day Tuesday, and will be Michigan's next Attorney General.  The Midland Republican defeated Democrat David Leyton on Tuesday. Leyton is the Prosecutor of Genesee County.  Schuette's win caps a particularly bitter race in which Schuette accused Leyton of being soft on crime, and Leyton accused Schuette of being a tool of big business and special interests, and as a judge usually siding with insurance companies.

Election-Secretary of State 03NOV10 — Republican Ruth Johnson will be Michigan's next Secretary of State.  The Oakland County Clerk and former member of the Michigan House, bested Democrat Joselyn Benson in Tuesday's election.  Johnson becomes the third straight Republican woman to serve as Michigan's Secretary of State, following current office holder Terri Lynn Land, and current Congresswoman Candice Miller.

MI-Ballot Proposals Split 03NOV10 It was one up and one down for the two proposals before Michigan voters.  Proposal two, trigged by the escapades of former Detroit Mayor Kwame Kilpatrick, was overwhelmingly approved by a 3-to-1 margin.  The measure amends the state’s constitution by forbidding public officials convicted of crimes that betrayed the public’s trust from holding office for 20 years.
Kilpatrick pleaded guilty to two counts of obstruction of justice in 2008 for lying under oath during a police whistle-blower trial while mayor.  A second proposal calling for a constitutional convention was defeated by an overwhelming margin.  Michigan voters rejected identical proposals, which are required every 16 years, twice since the current state constitution was adopted in 1963.

Election-1st US House-US Congress 03NOV10  The first US House district in northern Michigan has switched from Democrat to Republican.  Dr. Dan Benishek on Tuesday defeated Democrat Gary McDowell, a state house member and hay farmer from Rudyard.

MI-Voter Turnout 02NOV10 08:27PM — Reports say voter turnout today is lighter than expected.  Secretary of State Terri Lynn Land predicted a 52-percent turnout of registered Michigan voters. So far the estimate is about 41 percent state-wide.  In addition to electing a new Governor, Michigan will see more than 100 new legislators seated.

MI-Today's Ballot — What's on the Michigan ballot today (Tue Nov. 2nd)?  It includes all new faces running at the top of the ticket.  First...Michigan will decide on Governor, the major party candidates are Republican Rick Snyder and Democrat Virg Bernero. Also at the top of the ticket, Michigan will choose between Republican Bill Schuette and Democrat David Leyton for Attorney General, and between Democrat Joselyn Benson and Republican Ruth Johnson for Secretary of State. Voters will decide on two positions on the Michigan Supreme Court, with current justices Robert Young and Alton T- Davis among the candidates.  Next, there are two ballot proposals. Prop 1 is something that's on the ballot every 16 years, as voters are asked if they support having another constitutional convention. The last convention was in the early 60s. Prop 2 will constitutionally bar any officeholder convicted of a felony involving deceit and fraud from holding public office for 20 years. Also, all 148 seats in the Michigan legislature are up for grabs, including the entire Republican-controlled Senate and Democrat-controlled House. Michigan's congressional races are also on the ballot, with close contests expected in at least three of them. There are also several elections for education posts and judgeships.

LANSING — New MI Constitutional Convention?  The Michigan Constitution, 1963 version, was the product of seven months of deliberation at a convention called by voters persuaded that a half-century of seismic economic, social and political change had rendered obsolete the old one crafted in a long-gone agrarian era.  If voters had doubts about the new one — it was ratified by a 7,424-vote margin of 1.6 million cast — they apparently forgot what they were. In 1978 and 1994, voters rejected the idea of another constitutional convention by a combined 2.7 million votes.  Voters will be asked again on Nov. 2. Proposal 1 is the result of a constitutional requirement that automatically asks voters every 16 years whether to set in motion the process for overhauling Michigan’s organizing framework for state and local government.  If voters again reject the idea, nothing happens and they will be asked to consider the question again in 2026.  If they say “yes,” however, the process for assembling 148 delegates, one from each legislative district, for a “con-con” in Lansing would begin.  Those delegates would be elected in partisan primaries on Feb. 8. The final two candidates would square off on May 3. The convention would begin no later than Oct. 4, although implementing legislation recommended by Secretary of State Terri Lynn Land would have the delegates assemble three months earlier.  There is no deadline, and the con-con could adjourn without making any changes at all. If a new constitution were written, voters would be asked to ratify it no earlier than 90 days after delegates approved it.

(MI Poll-Con Con 29OCT10)
A new statewide poll shows most Michiganians do not support the idea of having a state constitutional convention to rewrite Michigan's 47 year old constitution.  The question is proposal-1 on Tuesday's ballot.  The poll by Lansing-based Epic M-R-A says 57-percent of voters oppose the proposal and 31 percent support it.  The margin of sampling error is plus or minus four percentage points.
The poll was commissioned by several news media organizations.

(MI Poll-Governor's Race Polls 28OCT10)  Republican gubernatorial candidate Rick Snyder continues to hold comfortable leads over Democrat Virg Bernero in at least two new polls Thursday.  With less than a week before the general election, the survey by the Chicago-based Glengariff group shows Snyder with an 18-point lead over Bernero at 53-percent to 35-percent. Eight percent (8%) were undecided.  The poll of 600 likely voters was conducted Monday and Tuesday for the Detroit news and WDIV TV.   The poll has a margin of error of plus or minus 4-percentage points.  In the meantime, a poll by the Rossman group says Snyder has an even larger lead of 21 points over Bernero.  The Rossman poll shows Snyder with an overwhelming 40-point lead among Independents and peels away four times as many Democrats from Bernero (13 percent) as compared to Republicans from Snyder (3 percent).  Bernero is only down eight points in the metro Detroit region, but he trails in every other region, among all age groups, and amongst men and women in the Rossman poll.  The poll has margin of error of plus or minus 5-point-6 (5.6%) percentage points.

The Iosco County Board of Canvassers
 
The Board of Canvassers is appointed by the County Commissioners and is composed of two Democrats and two Republicans who have been recommended by each party.  To serve on the Board a person must be a "qualified elector" of the County and must take and subscribe to the constitutional oath of office.  The County Clerk serves as Secretary of the Board and does not vote.

After an August Primary or November General Election, the Board of County Canvassers must begin the Canvass at 1:00 p.m. on the day after the primary or election.  A canvass must be completed within 14 calendar days after its commencement (MCLA 168.22) .  The commencement depends on the type of primary or election held. 

The Board of Canvassers has two (2) duties.  First they review (canvass) all election materials produced during the voting process including tabulations completed at the precinct level.  Second, in the case of city, county, township or school elections the Board declares that individuals have been elected or ballot questions passed or failed (certified). When the election involves a state office, a federal office, a state ballot question, or a federal ballot question, the County Board canvassers the election and forwards the canvass results to the State Board of Canvassers.

Troubleshooting ™:  AT&T Uverse™ users may not be able to listen to WIOS Windows Media™ stream with the Motorola™ 2210-02-1ATT modem due to un-configurable port blocking.  There is NO work-around for this modem.  Uverse™ users using a 2Wire 2701HGV-B for their HSI ADSL2/2+ service can use the internal routing settings to permit passthrough for port 1755 to listen to the WIOS Windows Media stream.  If a Motorola™ Netopia™ modem came with your Uverse™ setup, configure it like the 2701HGV-B to allow port 1755 passthrough.  AT&T™ standard DSL users, Radio Wireless and Cable ISP systems should work normally with no DMZ or port passthrough needed in the router/modem.  Please consult your ISP if you are have problems listening to WIOS online.  Symantec™ End Point Protection users must disable "Enable Stealth Web Browsing" under "Network Threat Protection" to listen to Windows Media streaming.  Windows Media Player™ polls the encoder at the server for the the bit rate and version number, and SEP does not permit the polling to occur if "Stealth Browsing" is enabled.  This is a known issue with SEP and no work-around is available except to "turn off" the stealth browsing mode.  "Stealth Web Browsing" may be featured in other anti-virus software including Symantec™ products like Norton Anti-Virus™.  Users are advised to check their anti-virus settings that may block Windows Media™ streams.  This affects all Windows Media™ streams.  If Windows Media Player™ experiences garbled reception make sure that "download codecs automatically" is selected under Tools/Options/Player tab, choose "Once a Day", "Once a Week", or "Once a Month", depending on your preference.  Other times when WIOS cannot be heard may be due to unavailable network resources, ISP failure, or Windows Media Encoder™ may have crashed on our end due to overload of the server by exceeding 99 users.  If you are still having difficulty receiving the WIOS stream after following these troubleshooting steps, feel free to contact Carroll Broadcasting at 989-362-3417 to let us know you are having reception problems so we may make certain the streaming broadcast is being sent from our studio.  We can only give limited advice regarding your computer or Wi-Fi radio set, we do not provide support for the Microsoft™ streaming client, we only support the server (broadcast) end of the stream but we will be happy to help whenever we can.  If you are still having problems, feel free to contact your nearest computer expert for assistance. 

Streaming Technical:  WIOS uses WME9 on port 1755 and Windows Media™ proprietary AAC codec with a 40Kbps bit rate for the stream.  Users will see a bit rate of up to 40Kbps at 32kHz (FM quality) in Windows Media Player.  Android phone users will see bit rates between 30Kbps-40Kbps when using the TuneIn Radio app for Android.  We have ceased providing multicasts in different bit rates to prevent router congestion and streaming lock-ups on our end.  The audio stream is broadcast in dual mono direct from our AM modulation monitor, you are hearing the same signal that is being broadcast over the air (audio processing included).  If you have an exceptionally good AM receiver with full 10kHz IF bandwidth, you will experience a hi-fidelity frequency response closely approximating that of the streaming service.  WIOS's music is digitally "cleaned" and equalized to provide removal of most analog noise, clicks and pops along with crisper highs and deeper lows on older recordings where that range had been previously restricted.
